New Rebate Scheme for Efficient Hot Water Systems in Victoria
Victoria will soon roll out a new rebate program that offers a $400 discount to households installing locally-manufactured, efficient hot water systems. This initiative aims to alleviate cost-of-living pressures while promoting local manufacturing.

Set to commence on 1 July, this rebate complements the existing financial incentives for upgrading or replacing outdated hot water systems with more efficient electric or solar alternatives. Homeowners can now access a combined rebate of up to $1,400—this includes the new $400 incentive plus the pre-existing rebate of up to $1,000.
Installing heat pump systems can lead to substantial savings, with reports indicating potential reductions of up to $330 annually in electricity bills. Given that hot water systems contribute to nearly 30% of total household energy consumption, this transition can result in significant energy savings.
Supporting Local Industries
Minister for Energy and Resources, Lily D’Ambrosio, remarked on the dual purpose of this initiative: not only will it support local job creation and the economy, but it also aims to assist Victorian families in lowering their energy bills.
"We’re committed to helping families cut energy costs and regain control over their bills," she stated. D’Ambrosio further emphasised the importance of supporting historical locally-manufactured hot water products, thereby keeping spending within the state.
Consultation with Manufacturers and Unions
In preparation for the rebate rollout, consultations with manufacturers and unions will take place to define what constitutes ‘local content.’ Generally, the cost for purchasing and installing mid-sized units ranges between $3,000 and $4,000.
Anticipation of Electricity Price Changes
The new rebate scheme comes just before anticipated electricity price adjustments slated for July 1. The final market prices indicate that households could see fluctuations ranging from a $26 decrease to a $90 increase across the five electricity zones in Victoria.
To facilitate this shift towards sustainable energy use, the state government has allocated $30 million to assist an additional 27,000 households in installing electric heat pumps and solar hot water systems. Additionally, a new $100 energy bill rebate will be made available to concession cardholders.
Eligibility for the Rebate Schemes
The rebate program, managed by Solar Victoria, offers $1,000, which is 50% of the purchase price of the hot water system, available to households with annual taxable incomes under $210,000 for properties valued below $3 million.
It is essential to note that the existing hot water system must be at least three years old from its purchase date to qualify for replacement. Starting 1 July, the added $400 rebate for Australian-made products will become accessible, further incentivising consumers to consider local options.
