Shire President Donelle Buegge shared with Yahoo News that the new policy allows individuals to apply to reside in caravans or tiny homes on wheels on private property for a duration of up to two years, thus providing flexibility at a local level.

The new regulations coincide with changes to the Caravan Parks and Camping Grounds Regulations Act that came into effect in September, permitting temporary accommodation arrangements on private land.

On Tuesday, the Shire of Manjimup voted to implement this policy. It grants the council the authority to approve applications from individuals aged in place or facing other personal needs for temporary housing. Buegge noted, “The state government has granted us broader powers, allowing us to establish clear policies for our officers.”

For applicants to qualify, they must satisfy health and safety requirements, including access to water and waste disposal facilities. Buegge emphasised that many residents are facing a "huge housing shortage," with the rental market currently overwhelmed by demand.

She explained, “Every available rental property receives 30 to 35 applications. This problem extends well beyond our Shire—it’s a nationwide issue.” She highlighted the plight of children couch surfing due to familial instability, stating, “A small sense of stability can significantly impact their lives.”

Offering a Sense of Security

Buegge believes that this new policy could provide a much-needed sanctuary for many. “It grants individuals a bit of leeway and security while we strive for long-term solutions. A personal space, even temporarily, can greatly enhance one’s self-esteem and sense of safety.”

This initiative also aims to validate existing practices where individuals have been living in caravans discreetly, often out of fear of being displaced. “Many people have been using this method without disclosing it due to concerns of being forced to move on. Our policy alleviates this anxiety and legitimises their living situation,” she concluded.

Queensland’s Similar Initiatives

The Shire of Manjimup’s decision aligns with recent changes made by the Lockyer Valley Regional Council in Queensland, where residential use of caravans on private property is permitted for up to six months within a 12-month window, provided the occupant is on a friend or family member’s land. This new arrangement allows for easier living conditions without the need for council approval, extending until the end of 2027.

Lockyer Council’s Regulatory Services Councillor, Cheryl Steinhardt, stated, “While the state and federal governments carry the bulk of the responsibility for housing demand, local councils making practical changes can indeed help the community.” This step benefits individuals awaiting rental properties or facing hardship.
