The most substantial revelations came from a transcript of exchanges within the House Armed Services Committee, shared by Congressman Lance Gooden on April 22. In it, Paparo noted that the US government’s interest in Bitcoin extends to its underlying technologies, including “cryptography, a blockchain, and reusable proof of work.” He asserted that these elements could play significant roles in network protection and the “projection of power” within computer science.
Despite Paparo’s assertions, his comments have drawn criticism from various members of the Bitcoin community. Bitcoin educator Matthew Kratter expressed his concerns via Twitter, suggesting that the Admiral’s testimony sounded akin to a recitation from a Bitcoin “Wikipedia page.” He emphasised that the discussion seemed to sidestep the intricacies of Bitcoin, implying that those charged with understanding its implications were grasping the surface rather than engaging with the subject matter deeply.
Kratter remarked that the clarity of Paparo’s statements was lacking, describing the situation as “actually pretty embarrassing,” a sentiment echoed by journalist Lola Leetz, who labelled the testimony as “babbling.” Critics reflected a growing frustration, arguing that Paparo’s reliance on Bitcoin jargon failed to adequately articulate why operating a Bitcoin node could confer strategic advantages.
While Paparo framed the military’s initiative as part of an experimentation process, he did not elaborate on the mechanics of the tests being conducted or the specific threat models they aim to address.
