Importantly, eligibility for the TAP is maintained for students receiving ABSTUDY, Youth Allowance, or Relocation Scholarships in their first year of study.

It’s crucial to note that the TAP is separate from the Youth Allowance, meaning students may qualify for the TAP even if they do not meet the criteria for the Youth Allowance.

Declining Commencement Numbers

Recent data from the Department of Education indicates a 1.1% drop in the number of students commencing studies from regional and remote areas, totalling 79,396 in 2023. This decline may be attributed to the increasing cost of living, which presents financial challenges for students relocating for their studies.

Eligibility Criteria for the Tertiary Access Payment

To qualify for the Tertiary Access Payment, students must meet the following criteria:

  • Be an Australian resident.
  • Reside in an inner regional, outer regional, or remote area.
  • Move to a tertiary education provider located at least 90 minutes away from their family home via public transport.
  • Have completed Year 12 or an equivalent education level.
  • Enrol in a tertiary course at a Certificate IV level or higher.
  • Be 22 years old or younger on the day of commencing their tertiary course.
  • Have parents or guardians with a combined income below $250,000 if the student is a dependent.

Eligible students must submit their claims by December 31 of their first year of study to receive the payment.
